In October 2023, EKA helped make music history by orchestrating the closure of the iconic Hollywood Boulevard between Vine Street and Cahuenga Avenue. Playing host to global artists Fisher and Chris Lake, the event drew a staggering crowd of 12,000 people. This monumental feat resulted from meticulous planning, permitting, and extensive community outreach.
In March 2025, EKA managed the closure of Hollywood Boulevard yet again, this time with global artist Michael Bibi. This event mirrored the success of the first, received international attention, and raised thousands of dollars for LA Wildfire Relief.
EKA’s role extended far beyond permit acquisition. We managed all aspects, from fire and police coordination to ABC licensing, noise ordinances, building and safety compliance, street closures, and traffic control. Leveraging our extensive Los Angeles network, we conducted proactive outreach to neighbors, business improvement districts, homeowner associations, and Council Offices, ensuring a harmonious event environment.
The Hollywood Boulevard concerts receive praise for its dedication to safety, thorough planning, and flawless execution. Post-event feedback from local business owners and concert-goers alike affirmed that this night stood out as one of the best in their lives. Working closely with our technical team of architects, engineers, and general contractors, Tina has played a significant role in proactively identifying and solving important ongoing issues with Building and Safety, Public Works, Transportation, Water and Power as well as other regulatory agencies. Tina is also unique in other skillsets allowing her to actively contribute from the earliest stages of a project’s timeline. This includes the due diligence, entitlements, plan check, permitting and inspection phases of our projects, thus providing true A-Z comprehensive concierge services. This type of comprehensive and consistent service ensures that we meet our project completion and occupancy dates on a reliable and predictable timeframe.

She moves between plan check issues with engineers,including onsite visits with our General Contractors and Subcontractors while negotiating solutions with City inspectors to move us through rough and final inspections , troubleshooting as needed to get us to our Occupancy approval expeditiously. She is adept in intervening with any and all agencies imposing regulatory requirements and is adaptive , creative and effective in efficient solutions to get us to our opening date. In short, Tina is the “fixer.”

Tina Choi joined my team to assist building a new, ground-up Jaguar Land Rover dealership experiencing significant challenges with the City of Los Angeles Building Department over the finish line. Severe financial impacts were faced as well as hired associates being unable to relocate and work if the occupancy date was missed.
Ms. Choi and her team have a mastery of navigating LADBS’ inspection, development and planning process and a vast, high-level network to consult and assist in their respective fields. Her methodical approach, leadership and expertise led us to achieve occupancy on the day the movers were scheduled to start the relocation process. Here is a brief case study of how EKA successfully implemented a targeted campaign using purchased voters lists, yard signs, a mailed video piece and direct mail.
The campaign was for Bundy Village. When it was over, the campaign consisted of two mailers to CD 11, the mailer to CD 5 and the door hanger. Our video can be seen here:

By the time EKA was hired to kill the project, the Bundy Village project had already been approved by the Los Angeles City Planning Commission and was on its way to approval by the City Council, with the backing of Councilman Rosendahl. Link 1 Link 2
Within 4 weeks, we had over 10,000 opponents to the project within CD 11 and a small part of CD 5. Of those 10,000, we had about 4,000 agree to place a lawn sign in their front yard. Our campaign had multiple elements, including mailers, telephone calls, walkers, a video (which received 2,126 views online and was screened for various homeowner and neighborhood council groups) and emails. Once this information was presented and lawn signs were distributed, Councilman Rosendahl came out again for the project and community opposition grew exponentially. First, the developer was forced to push back his City council hearing date from July until October. Link
Then, it was extended another 120 days as community pressure continued based on our mailers and email program. Link
Then, the developer filed for bankruptcy to head off foreclosure of the property because of his inability to obtain entitlements. “For his part, Lombardi blames Kilroy for the vicious and well-funded fight, saying that lenders are scared off by the controversy. “Every lender we have dealt with has seen the ‘Stop Bundy Village’ signs,” he says, referring to the signs that scattered across the entire Westside.” Link
Finally, the project died completely in August 2011, with the denial of all entitlements for the project. Link
