Transforming the Passenger Experience at LAX

EKA played a pivotal role in helping Westfield Airports secure a landmark 17-year Terminal Commercial Manager contract for five of the nine terminals at LAX.

This first-of-its-kind public-private partnership (PPP) represented over $200 million in private investment and introduced a new model of design, leasing, and concession management never before executed at LAX.

EKA’s strategic efforts included:

  • Educating LAWA leadership and the City of Los Angeles on the benefits of a PPP model;
  • Building consensus among local small businesses, labor unions, and airport tenants;
  • Guiding Westfield through a competitive procurement process that resulted in a top-ranked proposal;
  • Securing final approval from the Mayor and the Los Angeles City Council through targeted advocacy and legislative engagement.

Since the award, EKA has continued to serve as a strategic advisor to Westfield Airports — successfully managing eight contract amendments over 13 years, extending the agreement from 2027 to 2038, and ensuring continued success in elevating the passenger experience.

Our team has represented and advised multiple tenants, including:

  • Clay Lacy Aviation – expansion of its leasehold and construction of new hangars and offices;
  • Jet Aviation – resolution of capital reimbursement disputes involving contaminated parcels;
  • StandardAero – community engagement and grant acquisition strategies.
